Pacific States is part of a vertically integrated organization referred to as the DeSilva Companies. The historical timeline to the left depicts the DeSilva Companies and its growth through the years. Oliver de Silva founded his business in Alameda, California, in 1931 on integrity, a strong work ethic, and inexhaustible energy. His interest in bettering his community led to lasting personal and professional relationships, driving the growth and evolution of his company. Oliver de Silva incorporated in 1953 and is a privately held company to this day.

The DeSilva Companies includes one of the leading general engineering contractors in Northern California, a major producer and supplier of construction materials, a materials transportation company, a contractor in the field of environmental remediation and demolition, a construction management team, and a real estate development company. We annually transport more than 6 million tons of construction materials, as well as purchase and place 3 million tons of aggregate and more than 1 million tons of asphalt concrete. Brief descriptions of each company are provided below.

DeSilva Gates Construction, L.P. and Gallagher & Burk, Inc. -- These are general engineering contracting firms that, within the last 10 years, have constructed infrastructure improvements for thousands of acres of commercial and industrial facilities, for residential projects of more than 10,000 dwellings, and for hundreds of miles of roadway and airport improvements.

Pacific States Environmental Contractors, Inc. -- PSEC is an environmental contractor and construction management firm providing full services in the field of soil and ground water treatment, transportation and disposal of hazardous materials, demolition, concrete and asphalt recycling, and hazardous materials recycling and disposal. We are experienced in wetlands restorations and water and groundwater quality issues.

The DeSilva Group -- Our real estate and land investment company has developed, independently and in joint ventures, more than 800 acres of commercial, industrial, and recreational properties. The DeSilva Group has developed residential projects totaling more than 1,550 acres and 7,200 residential units in Northern and Central California. Local elected officials, governmental agencies, and communities recognize The DeSilva Group as a well-established and well-respected developer in the local area. Our other DeSilva Companies draw from the extensive expertise of The DeSilva Group to assist them with community outreach, agency coordination, and consensus building with stakeholders.

Dumbarton Quarry Associates (DQA) -- In 1975, DQA was formed to provide aggregate and asphalt concrete resources to the DeSilva Companies and the industry. Today, DQA operates construction materials production and supply facilities that produce 600,000 tons per year of asphalt concrete, 2 million tons per year of aggregates and fill materials, and 250,000 tons per year of recycled products.

Double D Transportation -- Our transportation company moves over 6 million tons of construction materials on an annual basis and provides equipment for transporting construction materials not only to our companies but also to other construction companies.
